The Kingdom’s industrial expansion demanded modern labor accommodation at scale — but each of the five sites presented unique constraints requiring granular analysis to determine viability.

Saudi Arabia’s industrial cities are expanding rapidly to support Vision 2030’s manufacturing and logistics ambitions. This growth requires purpose-built labor accommodation that meets modern standards for quality, safety, and livability — a significant step up from the legacy facilities that have historically served these zones.

SARCC, a PIF-owned entity responsible for developing communities in Royal Commission cities, needed to understand the development potential of five sites spanning 1,435,000 sqm across Jubail and Yanbu. Each site had different zoning constraints, infrastructure access, demand profiles, and competitive dynamics.

The challenge wasn’t just feasibility — it was prioritization. With five sites and limited capital, we needed to know which developments would generate the strongest returns and in what sequence.

We deployed a structured feasibility methodology combining market intelligence, financial modelling, and strategic planning to evaluate all five sites in parallel.

Conducted supply-demand analysis across each industrial city, mapping existing accommodation inventory, occupancy rates, employer demand projections, and competitor pipeline to establish the addressable market for each site.

Site Assessment

Evaluated each site’s physical characteristics, infrastructure connectivity, zoning compliance, and development constraints to determine buildable areas and optimal product configurations.

Phase 03

Financial Modelling

Built detailed financial models for each site including development costs, phasing strategies, revenue projections, and sensitivity analyses to quantify risk-adjusted returns under multiple scenarios.

Strategic Recommendations

Synthesized findings into a prioritized development roadmap with go/no-go recommendations, optimal phasing, and risk mitigation strategies for each site.
