We partnered with the Ministry of Industry and Mineral Resources to develop the strategy, business plan, and implementation roadmap for establishing the Saudi Mining Service Company — a new government-backed entity designed to formalize and transform the Kingdom’s mining services sector.
Saudi Arabia’s mining sector was fragmented and largely informal. The Ministry needed to establish a new publicly-owned entity that could professionalize the industry, attract investment, and ensure mining activities met international standards for safety and sustainability.
The Kingdom’s mining sector represents one of the untapped pillars of economic diversification under Vision 2030. With an estimated $1.3 trillion in mineral resources, Saudi Arabia has the geological potential to become a global mining powerhouse. But the reality on the ground was far from that ambition.
Illegal mining activities were widespread, safety standards were inconsistent, and the absence of professional mining services meant that exploration and extraction activities lacked the technical sophistication needed to attract international mining companies and investors.

MIMR’s mandate was to establish a publicly-owned company from scratch — one that could provide professional mining services, enforce standards, and create a competitive marketplace while minimizing the illegal mining activities that undermined the sector’s development.
We delivered an end-to-end strategy and implementation plan that took the Mining Service Company from concept to established entity, covering every dimension from corporate structure to operational launch.
Sector Analysis & Benchmarking
Conducted comprehensive analysis of the Kingdom’s mining sector including value chain mapping, stakeholder interviews, international benchmarking against leading mining jurisdictions, and gap analysis.
Strategy & Business Plan
Developed the company’s strategic vision, service offerings, target market segments, competitive positioning, revenue model, and 5-year financial projections.
Corporate Establishment
Designed the organizational structure, governance framework, legal entity formation, licensing requirements, and recruitment plan for the founding leadership team.
Implementation Roadmap
Delivered a phased implementation plan with 90-day milestones, resource requirements, risk register, and KPIs to guide the entity from establishment through to operational maturity.
The strategy was approved at ministerial level and the Saudi Mining Service Company was officially established — with Arpus retained to support the implementation phase.
